In Minnesota, a notary public is appointed by the governor to serve as an impartial and unbiased witness, most often to prevent fraud by attesting document signatures. To be considered for a commission, an individual must be a resident of Minnesota or the neighboring states of Iowa, North Dakota, South Dakota or Wisconsin. Training is optional. Fees for most notary actions are capped at $5.
